i posted a link on Birdforum a few weeks back to my trip report from Belize in november, which you might like to check out.

Tom, I don't know about the Placencia region, but Manatee sightings can pretty much be guaranteed at Swallow Caye, which is no more than 10 minutes by boat from Belize city. Make sure you go with a reputable company though!! At certain times of year they pass along the barrier reef at the northern cayes in Belize and can be seen at the well-known snorkel/dive sites. One of our snorkelling guides showed us some photos that were absolutely mind-blowing!
